District 5: Eunice D. Zeigler
Eunice D. Zeigler, a Democrat, won the District 5 Governor’s Council race in 2024, taking the seat formerly held by Eileen Duff. Duff chose not to run again for Governor’s Council, opting instead to run for Registrar of Deeds.
Zeigler was unopposed in the Democratic primary but faced two challengers, an Independent and a Republican, in the general election. Zeigler won her race with 47.2% of the vote.
Councilor Zeigler holds a Bachelor of Arts, Political Science from the University of Massachusetts – Lowell and a Masters in Economic and Social Development of Regions from the University of Massachusetts - Lowell. Zeigler also held the position of Council Member for the City of Methuen, Massachusetts, District East from to 2018-2024.
On her website, Zeigler describes herself as a first-generation Haitian American woman, whose parents instilled in her “the value of hard work and honesty, and the importance of lifting as we climb.” She states that she is “running for office because I believe that every person in this district has the right to live their lives in dignity, empowered with a transparent voice and a seat at the table.”
Councilors Zeiger and Civil are the first women of color to serve on the Governor’s Council in its 400-year history.
